They all need to line up with the marks on the belt. If your cam gears are already lining up with the marks on the belt, rotate your crankshaft just a few degrees counter-clockwise so that it's dimple lines up approximately with the notch in the oil pump. Then you should be able to get the belt on so that all five markings line up with their respective marks on the belt.
